PROBLEM TO BE SOLVED: To provide an electronic governor system for a general-purpose internal combustion engine which opens/closes a throttle valve and a choke valve by an electric actuator and prevents battery power from being unnecessarily consumed from power-on of the system to start of the engine. SOLUTION: There is provided a cranking detection means to detect cranking of the internal combustion engine. When the cranking of the internal combustion engine is sensed after a main switch is operated to start an electronic control unit (that is, after the power-on of the system), power delivery to the electric actuator is started so as to open/close the throttle valve and the choke valve (S12 to S16).
