PROBLEM TO BE SOLVED: To decode and reproduce an image as approximate image even if a picture to which the image is referenced is not decoded when decoding the image.

SOLUTION: The image decoding method decodes an image data which is compressed and encoded, comprising a plurality of image pictures. The method includes a selection process which selects a second reference picture among already decoded pictures as an alternate reference target, if a first reference picture to which the image picture, to be decoded, is referenced when decoding any one of a plurality of image pictures. It also includes a decoding process which decodes the image picture to be decoded by referencing the second reference picture that is selected.
