PROBLEM TO BE SOLVED: To enable reproduction of an image to be performed in high quality even when reproduction is to be made in lower frame rate than the frame rate at a time of imaging. SOLUTION: A recording device 13 is designed to produce four pieces of data for transmission AVE(F<SB>i</SB>, F<SB>i+1</SB>, F<SB>i+2</SB>, F<SB>i+3</SB>), AVE(F<SB>i+1</SB>, F<SB>i+2</SB>, F<SB>i+3</SB>), AVE(F<SB>i+2</SB>, F<SB>i+3</SB>), F<SB>i+3</SB>from four pieces of frame data F<SB>i</SB>, F<SB>i+1</SB>, F<SB>i+2</SB>, F<SB>i+3</SB>to be supplied from a camera 11. A proxy server 15 is designed to perform an interleave process (frame rate converting process) in response to each display rate of displays 18-1 to 18-3 relating to the four pieces of data for transmission AVE(F<SB>i</SB>, F<SB>i+1</SB>, F<SB>i+2</SB>, F<SB>i+3</SB>), AVE(F<SB>i+1</SB>, F<SB>i+2</SB>, F<SB>i+3</SB>), AVE(F<SB>i+2</SB>, F<SB>i+3</SB>), F<SB>i+3</SB>. A reproducing device 16 is designed to produce reproduction data most suitable for the display rate from the data for transmission, and to supply to the displays 18-1 to 18-3.
