PROBLEM TO BE SOLVED: To provide a recording and reproducing apparatus in which video being time-shift reproduced can be recorded and the time shift reproduction can be continued as it is during instruction of video recording. SOLUTION: In the recording and reproducing apparatus provided with a time shift reproduction function in which a part of a recording medium is secured as a buffer region and reproduction is performed while recording an image in the buffer region, the apparatus is provided with a means in which video recording during time shift reproduction is instructed and a means in which a reproduced signal being time-shift reproduced which are read out from the buffer region is recorded in response to the video instruction means during the time shift reproduction.
