PROBLEM TO BE SOLVED: To provide a conductive member capable of achieving uniform electrification without causing abnormal discharge by preventing the deformation due to the peeling of the end from occurring when performing the surface processing of a gap holding member. SOLUTION: In the conductive member 10 including: a long-length conductive supporting body 1; an electric resistance adjusting layer 2 formed on the conductive supporting body 1; and the cap-like gap holding members 3 provided at both ends of the electric resistance adjusting layer 2, (A) the electric resistance adjusting layer 2 has one or more step parts provided near both ends in the direction of both ends, (B) the gap holding members 3 are fixed in contact with both ends of the electric resistance adjusting layer 2 and two or more surfaces constituting the step parts of the electric resistance adjusting layer 2, and (C) a height difference from the outer peripheral surface of the electric resistance adjusting layer 2 is provided on the outer peripheral surface of the gap holding member 3 so as to form a gap at a fixed distance between the outer peripheral surface of an image carrier and the outer peripheral surface of the electric resistance adjusting layer 2 when the outer peripheral surface of the gap holding member 3 abuts on the image carrier.
