PROBLEM TO BE SOLVED: To realize a structure capable of surely detecting water infiltration without influenced by surrounding environment and the like. SOLUTION: A core metals 20, 26 composing sealing devices 13a, 13b are fit to inner circumference surfaces of both end parts of an outer ring 2 via insulating bodies 34, 34 respectively. Of these surfaces of the core metals 20, 26, outer parts from the respective fitting parts of these core metals 20, 26 and the inner circumference surfaces of both end parts of the outer ring 2 are covered by elastic materials 21, 28. Then, the surfaces of the core metals 20, 26 are closely faced to the inner circumference surfaces at a side closer to a space 14 side than the respective fitting parts directly without an insulating material between them. Change of electric resistance between this outer ring 2 and the core metals 20, 26 can be detected. In the case water is infiltrated from the respective fitting parts, water contacts with the outer ring 2 and the core metals 20, 26 and the electric resistance changes and thus the above problem can be solved.
