PROBLEM TO BE SOLVED: To provide a lateral heat and thermal storage device and an engine which enable the favorable maintenance and emission of lateral heat. SOLUTION: A core generating device 35 to form a solid-phase core for releasing the super cooling state by having mechanical impact on the thermal storage medium M is arranged laterally to a thermal storage medium container 34 to store a thermal storage medium M. In the core generating device 35, a movable member 35a stored in the thermal storage medium container 34 is reciprocated by the operation of a link 35c. In cold starting, after operating the link 35c makes the movable member 35a separated once from a thick-walled part 34b1 of a bag 34b against the spring force of a coil spring 35g, the conical surface of the movable member 35a and the inner edge of a through hole 34b2 in the thick-walled part 34b1 collide by the spring force. At that time, the thermal storage medium M is inserted between the movable member 35a and the inner edge of the through hole 34b2 at the line contact to receive the high pressure so as to generate the solid-phase core.
