PROBLEM TO BE SOLVED: To improve the responsiveness of anti-lock brake control and the direction stability during anti-lock brake operation while securing sufficient brake performance, by promptly restoring the rotation of wheels in a lock state. SOLUTION: When an ABS is operated and at least one wheel is in a pressure reduction mode, a regeneration torque zero command is output (S4) and a wheel speed increase driving torque command for increasing the wheel speed of the locked wheel is output (S5). When a time t passes or a target number of revolutions of the motor is reached, a minute driving torque command which provides the wheel with the minute driving torque is output to compensate the mechanical response delay of a driving system, and a brake oil pressure increase command signal is output to increase the brake control pressure in generating minute driving torque (S8). Thus, the revolution of the wheel in a lock state is promptly restored to improve the responsiveness of the anti-lock brake control and the direction stability during the operation of the anti-lock brake while securing a sufficient braking performance.
