PROBLEM TO BE SOLVED: To provide an evaluation method of the adequate consistency due to the maximum shearing force. SOLUTION: A vane blade is inserted in kneaded fresh mortar or the like on the execution spot and the maximum rotary moment received from the fresh mortar or the like by the vane blade is measured when the vane blade is rotated to calculate the maximum shearing force of the fresh mortar or the like from the measured value of the maximum rotary moment while the desired maximum shearing force is selected from a preset flow value and this selected maximum rotary moment is compared with the calculated maximum rotary moment to estimate the strength of the fresh mortar or the like.
