PROBLEM TO BE SOLVED: To manage positional information of a bench mark and information of a survey position so as to flexibly respond to a positional change in the bench mark in a system or the like using a survey position which is the position of a survey point calculated by using the position of the bench mark as a reference. SOLUTION: A memory section 120 stores a plurality of positions about the bench mark as reference positions respectively, and further stores relative positions corresponding to the bench mark of the survey point in association with them. The survey position of the survey point is calculated by selecting a reference position to be used, based on a request from a position requesting device 200. Since the reference position can be selected arbitrarily, when the position of the reference point to be used is changed, the survey position can be calculated without resurveying the position of the survey point and the like.
