PROBLEM TO BE SOLVED: To provide a dewing inhibitor capable of securing visibility and retaining anti-fogging performance from immediately after the coating and drying over a prolonged period by virtue of its excellent dewing inhibition effect, also excellent in water resistance of the coated film. SOLUTION: This water-soluble dewing inhibitor comprises carrageenan of 0.01-10 wt.% and colloidal silica of 0.01-20 wt.% in terms of SiO<SB>2</SB>content, where the carrageenan is preferably at least a kind selected fromι-carrageenan andκ-carrageenan, and the average particle diameter of the colloidal silica is preferably 3-50 nm.
