PROBLEM TO BE SOLVED: To provide a method for forming an antistatic coating film capable of obtaining a cured resin coating film excellent in antistatic properties, which is obtained by applying the curing reaction by the irradiation with an active energy beam, without deteriorating various properties thereof. SOLUTION: The layer comprising a modified silicone (C) of a film, which has the modified silicone (C) having a polyoxyalkylene structure comprising a 4C or lower oxyalkylene, is brought into contact with a coating film obtained by coating a base material with an active energy beam curable resin composition, which contains an active energy beam curable resin (A) and an antistatic agent (B) comprising alkali metal salts, and the coating film is irradiated with an active energy beam though the modified silicone layer to be cured to obtain the cured coating film as the antistatic coating film, and then the modified silicon film is removed.
