SOLUTION: A predicted value of the enthalpy of outside air is acquired (S21). The acquired predicted value is compared with the set value of enthalpy to determine whether there is any heating load or whether a cooling load is large to a certain extent (S22 and 23). When there is the heating load or the cooling load is large to the certain extent, ventilation is performed while carrying out total enthalpy heat exchange (S26). When there is no heating load and the cooling load is not more than the certain extent, an outside air cooling capacity is compared with a predetermined indoor cooling load (S24). When the outside cooling capacity is larger than the indoor cooling load, ventilation without total enthalpy heat exchange is performed only in the daytime (S27). When the outside cooling capacity is the indoor cooling load or less, only the ventilation without total enthalpy heat exchange is performed in a normal ventilating amount in the daytime and in the maximum ventilating amount at night (S25).
