PROBLEM TO BE SOLVED: To provide antenna controller and control method for controlling an antenna provided in a mobile to communicate with a target communication satellite regardless of the posture of the mobile while simplifying the arrangement. SOLUTION: The antenna controller 12 communicates with any semi-zenith satellite 2 using a phased array antenna 11 provided in a mobile terminal 10. The phased array antenna 11 has a beam width W covering at least one semi-zenith satellite 2 when directed in the direction of zenith and can control orientation electrically.
