PROBLEM TO BE SOLVED: To provide an audio recording and reproducing device capable of generating an ADCPM encoding audio format compatible with an ADPCM encoding audio format of conventional technology. SOLUTION: The audio recording and reproducing device of the present invention includes a bit rate setting means 14 of setting a bit rate to an encoding bit rate control means 5 controlling the bit rate of an ADPCM encoding means 3, an extracting means 6 of extracting the bit rate and the number of bits of ADPCM encoded data read out of a memory 13, a decoding bit rate control means 7 of controlling the bit rate of an ADPCM decoding means 11, an input bit number control means 8 of controlling the number of input bits of a memory control means based upon the extracted number of input bits, a control means of controlling the ADPCM encoded data according to the address of ADPCM encoded data stored in the memory 13, and a control means of controlling the ADPCM encoded data according to the address of the ADPCM encoded data read out of the memory.
