PROBLEM TO BE SOLVED: To provide a resin for polyester-based powder coating, excellent in adhesion to a material to be coated and not containing heavy metal, by considering pollution of the environment, and to provide the polyester-based powder coating given by using the same. SOLUTION: This resin for the polyester-based powder coating is mainly composed of an aromatic dicarboxylic acid and a glycol and has an acid value of 15-65 mgKOH/g, wherein the resin contains 100-400 ppm of a solid solution composed of a magnesium compound and an aluminum compound. The method for producing the resin for the polyester-based powder coating comprises using the solid solution composed of the magnesium compound and the aluminum compound as a polymerization catalyst and adding 100-400 ppm of the solid solution to the resin to be obtained.
