<p>A corrosion-resistant steel excellent in the toughness of the base metal and welds. It contains, in terms of wt.%, up to 0.2% carbon, 0.01 to 2.0% silicon, 0.1 to 4% manganese, up to 0.03% phosphorus, up to 0.01% sulfur, 3 to 11% chromium, 0.1 to 2% aluminum, and 0.02% nitrogen, and has values of Tp and Tc, which are shown respectively by the following equations, of 1,150 or larger and 600 or larger, respectively, when the contents of chromium, aluminum, carbon, manganese, copper, and nickel are expressed by %Cr, %Al, %C, %Mn, %Cu, and %Ni, respectively.
