A cleansing composition, a cleansing material and a cosmetic material by using the same composition are provided to serve enhanced conditioning effects to the hair or skin, and maintain the conditioning effect for a long period. The cleansing composition comprises acid type anionic surfactant and an oil component, wherein the cleansing composition further comprises a basic compound; the acid type anionic surfactant is obtained by mixing anionic surfactant with acid; the oil component contains sugar fatty acid ester; the cleansing composition further comprises polyvinylpyrrolidone; and the average particle size of the oil component is 10-1000 nm. The cleansing material and cosmetic material comprises the cleansing composition.
