A fluorescent film, a lighting device by using the same and a display device are provided to enhance the color display and mixing characteristics. Fluorescent particles(4) are mixed by the combining material(2) and coated on a transparent film(1). The layer including the combining material and the fluorescent particles is a fluorescent layer. A non-water infiltration layer(3) is coated on the fluorescent layer so that the fluorescent particles are protected from moisture. The fluorescent particles are constructed by a substrate, the active agent and the solution. The substrate is selected from inorganic or organic fluorescent bodies. The transparent film is formed by the semi-transparent polymer material with the thickness of about 25-500 micrometer.
