A restarting device and method of an engine control unit are provided to stably restart the engine control unit in a PWL(Power Latch) state by generating a high-level reset signal for resetting a program of a microprocessor and then rebooting the microprocessor by the reset signal. A restarting device of an engine control unit includes a regulator(11) outputting battery voltage supplied from the outside according to a connection state signal of an ignition key, output signals of plural wake-up sources, and a PWL signal supplied from the outside; a microprocessor(13) woken up according to the output voltage of the regulator to output the PWL signal for controlling the output voltage of the regulator and generate a reset signal when the output voltage of the regulator is kept at a high state after the pre-set watchdog time; and a timer(15) for counting the pre-set watchdog time when the microprocessor generates the PWL signal, to generate the reset signal by the microprocessor when the output voltage of the regulator is in a high state after the watchdog time.
