A method for controlling a multistage air supply and combustion system is provided to predict carbon monoxide and nitrogen oxide by measuring chemical light emitting energy of an intermediate product of the carbon monoxide and the nitrogen oxide. A method for controlling a multistage air supply and combustion system includes the steps of: collecting chemical light emitting energy of an intermediate product of carbon monoxide and nitrogen oxide by using a light collecting unit(13) and measuring the quantity of fuel and the quantity of air, determining the state of the carbon monoxide and the nitrogen oxide, regulating the quantity of flowing air, and selecting an optimum state of flame by repeatedly performing the above-mentioned steps and operating a combustion unit in the state.
