A selectively light-transmissive matter, a selectively light-transmissive layer producing method having the same, and a light source device are provided to selectively transmit the light generated from the inside by making a selectively light-transmissive layer of the selectively light-transmissive matter containing rare-earth metallic oxide and disposing the selectively light-transmissive layer on the front side of an upper substrate. The selectively light-transmissive matter for forming a selectively light-transmissive layer(150) consists of glass powder with a low melting point of 80-99wt.% and rare-earth metallic oxides of 1-20wt.%. A softening point of the glass powder having a low melting point is within a range of 350-550 deg.C. The rare-earth metallic oxide is Nd203(Neodymium) and Pr5011(Praseodymium) or the mixture thereof. The light-transmissive matter contains the rare-earth metallic oxides of 0.9-17wt.% and a colorant of 0.1-3wt.%.
