A manufacturing apparatus for a roll-bag is provided to improve a manufacturing efficiency of the roll-bag and drastically reduce a volume of the roll-bag. In a manufacturing apparatus for a roll-bag, a first tension device(9) tightly strains a vinyl(M) located between a supplying unit(1) and a welding unit(4). The welding unit has a plurality of welding nozzles operating at a same position. A heater(10) applies heat to a passing face of the vinyl tightly strained between the welding unit and a forming unit of a cutting department(8). And, a second tension unit(11) tightly strains the vinyl between the forming unit of a cutting department and a winding unit(8).
