An ascending/descending type bollard is provided to protect the pedestrian and simplify the production process according to the selective conversion of the installation condition of the bollard. An ascending/descending type bollard is composed of an inner column(10) formed as a cylindrical column in an outer column(20), wherein a locking groove is formed at the lower end of the lower side of hanging projections, and plural recessed grooves(16) are formed at the upper part of the outer peripheral surface; the outer column formed with hanging projection support grooves formed at the upper end of the inner peripheral surface of the outer column to fix the hanging projections of the inner column; a locking hook formed as an L-shape, mounted at the upper part of the outer column, and formed with a combining groove(32) at the upper surface of the hook; and a knob(40) fixed at one side of the upper part of the inner column to lift up and down the inner column from the outer column.
