A safety diagnosing apparatus for a bridge railing is provided to minutely diagnose the safety of the bridge railing by detecting an impact applied to a railing pipe. A safety diagnosing apparatus for a bridge railing includes pipe connection members(30,40), a spring support bar(50), spring hangers, a glass bead(60), a light emitting device(LP), a light collecting lens, an optical sensor, an analog/digital converter(74), a timer(76), a switching circuit unit(78), and a control unit(80). The control unit periodically turns on and off the light emitting device by controlling the switching circuit unit. The control unit calculates and outputs impact data applied to a railing pipe according to the brightness of the railing pipe detected by the optical sensor.
