Provided is a polyurethane resin mortar, which is superior in fluidity, adhesiveness with concrete or asphalt, impact resistance, and wear resistance and allows traffic reopening within a short time after applied to roads. The polyurethane resin mortar comprises (A) 10-20 parts by weight of a mixture of isocyanate, polyol, and an additive, (B) 5-15 parts by weight of fillers, and (C) 65-85 parts by weight of aggregate, and has an elastic recovery performance, wherein a deformed recovery degree measured under a load condition of 5% according to ASTM D 695 is 70% or more. The additive is amine, fatty acid, an anti-foaming agent, or a mixture thereof.
