PROBLEM TO BE SOLVED: To eliminate fluctuation in a fuel ratio of a carbonized material. SOLUTION: A waste pyrolyzing and gasifying apparatus is formed so that a pyrolyzing kiln furnace 1 which is equipped with a heating channel 6 between an inner cylinder 4 and an outer cylinder 5 is horizontally laid, so as to be rotated and driven by a motor 8, and a supplying device 10 of waste 12 is positioned on an inlet 2 side of the inner cylinder 4, further a separating chamber 15 of the carbonized material 14 from a pyrolyzed gas 13 is positioned on an outlet 3 side, and therefore a heating gas 22 can be introduced into the heating channel 6. A temperature detector 39 is positioned on an intermediate part of the inner cylinder 4 in a longitudinal direction thereof. A control unit 45 which controls rotation of the motor 8 based on a temperature detection signal from the temperature detector 39 is installed. A temperature of the carbonized material 14 in the inner cylinder 4 is made to be represented by a temperature of an iron skin of the inner cylinder 4 and detected with the temperature detector 39, and rotation of the pyrolyzing kiln furnace 1 by the motor 8 is controlled, so as to make the detected temperature constant, and further a residence time of the carbonized material 14 in the pyrolyzing kiln furnace 1 is controlled, so that a total quantity of heat applied to the carbonized material 14 is made to be constant.
