METHOD FOR TRANSMITTING AND USING PICTURE INFORMATION IN A VIDEO SIGNAL ENCODING/DECODING

A method for transmitting and using picture information in encoding/decoding of a video signal is provided to transmit information on the key picture through a header of a transmission unit body. An extractor(501) in a base layer decoding part selects NAL(Network Abstract Layer) units with nal_ref_idc of 3 or above 2 or above 1 from the BL(Base Layer) decoder(502) as an AVC(Advanced Video Codec) compatible decoder by the selection command set by the present output condition and transmits all NAL units to the BL decoder. An extractor in an encoding device also performs the same selection operation. The selection condition is set by a server for transmitting the encoding stream according to the state of a transmission channel or the receiving information from a user.
