<P>PROBLEM TO BE SOLVED: To provide a PM purifying device for achieving a good PM purifying capacity, and a PM purifying method. <P>SOLUTION: The PM purifying device 10 has (a) a honeycomb carrier 13 which has an outer peripheral region 13a and an inside region 13b, has a PM oxidizing catalyst supported by it and is characterized in that the PM oxidizing catalyst carring amount per a carrier unit volume of the outer peripheral region 13a is larger than that of the inside region 13b, (b) the center electrode 12 passed through the center part of the honeycomb carrier 13 to extend to the upstream side of an exhaust gas flow and (c) the outer peripheral electrode 14 arranged on the outer periphery of the honeycomb carrier 13 and electrically insulated from the center electrode 12 by the honeycomb carrier 13.
