PROBLEM TO BE SOLVED: To provide highly convenient services to users of communication terminals. SOLUTION: A service control apparatus 1 is provided with a condition storage 12 for previously storing conditions for executing provision of service information 12c to a communication terminal 2 or a management server; a position acquiring section 15 for acquiring the present position of the communication terminal 2 as network management position information 2c; a time acquiring section 17 for acquiring the present time as present time information 17a; a condition determining section 13 for determining whether or not the network management position information 2c and the present time information 17a satisfy the conditions; and a service executer 143 for executing the provision of the service information 12c to the communication terminal 2 or the management server, if the network management position information 2c and the present time information 17a satisfy the conditions.
