PROBLEM TO BE SOLVED: To provide a method of manufacturing an organic EL element of a simple manufacturing process and high productivity of zoning pixel electrodes formed in patterning on a substrate by a liquid-repellent layer formed by a stable liquid-repellent layer forming method, and forming a stable pixel in each zone with the use of a droplet discharge method, as well as an organic EL element and a device using the organic EL element. SOLUTION: In the method of manufacturing the organic EL element manufacturing an organic EL element having an organic compound layer containing a light-emitting layer and a second electrode on a pixel electrode zoned by a liquid-repellent layer formed on a substrate with a manufacturing device comprising a pixel electrode forming step, a liquid-repellent layer forming step, an organic compound layer forming step, and a second electrode forming step, the liquid-repellent layer forming step forms a liquid-repellent layer from liquid-repellent layer forming solution by an electrostatic suction nozzle discharge method, and the light-emitting layer is formed on the pixel electrode by the droplet discharge method in the organic compound layer forming step.
