<P>PROBLEM TO BE SOLVED: To provide a method of positively managing a fuel cell operation by controlling a state of hydration (SOH) of a fuel cell in order to attain a desired SOH. <P>SOLUTION: In this controlling method, a state of hydration (80a) and a rate of change of the SOH (80b), which are used to control a fuel cell operation, are monitored.
