PROBLEM TO BE SOLVED: To perform user authentication for every IP by using personally-identifying information without making a specific contract with a mobile communication carrier. SOLUTION: An IP server W and a gateway server GWS each transmits data with an HTML format in accordance with a request from a mobile device MS. In the HTML data, a personally-identifying information request data row is added to a URL for a page which is associated with a service requiring user authentication. A user performs input operation for designating the URL with a screen corresponding to the HTML data displayed on a liquid crystal display part after the mobile device MS has received the HTML data. Then, the mobile device MS transmits the personally-identifying information to a mobile packet communication network MPN by reading the information from a ROM.
