PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which has less delays in charge buildup, even in repeated use and suppresses the rise in the residual potential and the occurrence of a black spotted image, and to provide an image forming apparatus and a process cartridge that use the electrophotographic photoreceptor. SOLUTION: The electrophotographic photoreceptor is obtained, by sequentially disposing an undercoat layer 2 and a photosensitive layer 3 on a conductive support 1, wherein the undercoat layer 2 is a layer composed of at least a titanium oxide, aluminum oxide, a binder resin and a polyhydric alcohol.
