PROBLEM TO BE SOLVED: To surely capture a foreign substance flowing in together with rainwater by properly controlling the inflow of the rainwater, even if a storage tank having a large capacity is not equipped, in an underground storage permeation facility of the rainwater. SOLUTION: An underground storage facility is constituted so that a space is formed by digging down the ground surface; the storage tank such as the rainwater is formed by laying-juxtaposing and stacking a plurality of frame body units in this space up to the vicinity of the ground surface: a storm overflow is arranged in an upstream side rainwater flow passage connected to this storage tank; when an inflow quantity of the rainwater flowing in the rainwater flow passage is small, the rainwater flowing in the storm overflow is permeated into the ground or discharged into a rainwater discharge passage, and when the inflow quantity of the rainwater is large, a part of the rainwater is stored by flowing in the storage tank.
