PROBLEM TO BE SOLVED: To realize the pre-stack function capable of carrying paper, and capable of processing the paper, without having risk of damaging the paper, while maintaining high productivity. SOLUTION: This paper carrying device has lower carrying passages 2b and 2c for guiding the paper to a staple tray 14, a pre-stack passage 2d branching off from the lower carrying passages 2b and 2c and temporarily retreating the paper, second and third carrier rollers 6 and 7 arranged along the lower carrying passages 2b and 2c for carrying the paper in the direction of the staple tray 14 side and the inverse side of the staple tray 14 side, and a switching claw 9 for guiding the paper to the pre-stack passage 2d when the paper is moved backward by the second and third carrier rollers 6 and 7; and carries the paper by superposing preceding paper temporarily retreated to the pre-stack passage 2d on succeeding paper; and carries the paper again by stopping the succeeding paper once before being superposed on the preceding paper.
