PROBLEM TO BE SOLVED: To provide an image forming apparatus capable of forming high-quality images free of image defects such as fog and a memory image though it is equipped with a reversal developing means and an intermediate transfer member. SOLUTION: The image forming apparatus 1 equipped with a developing device 64 which is the reversal developing means is loaded with an electrophotographic photoreceptor 2 in which a photosensitive layer has an ionization potential (Ip) of≥5.50 eV. When the electrophotographic photoreceptor 2 is negatively charged by applying a negative voltage to a charger 62, an electrostatic latent image formed by exposure is developed with a negatively charged toner to form a toner image, and the formed toner image is transferred onto a transfer belt 31 to which a positive bias voltage has been applied, injection of positive charges from the transfer belt 31 into the electrophotographic photoreceptor 2 which comes in direct contact with the transfer belt 31 can be suppressed.
