PROBLEM TO BE SOLVED: To maintain low water permeability in a structure, by restraining a tensile stress generated in the concrete structure. SOLUTION: A protrusion material comprising steel or the like is projected preliminarily on an inner face of the concrete structure 1 to be integrated with a cement filling material 3, in this radioactive waste disposal facility of filling the cement filling material 3 of high gas permeability and low water permeability into a clearance of radioactive wastes 2 to be solidified integrally, after placing the plurality of radioactive wastes 2 in an inner space of the underground concrete structure 1 having closed cross section.
