A data transmission device and an underground installation 1 that includes the device are disclosed. The device is intended for use in an installation 1 made up of a cavity 13 which extends from the surface 17 of the ground and which is equipped with at least one tubular electrically-conductive element 21, 25. The device includes a smooth, electrically-conductive, single-strand cable 3 which is used to support an assembly 5 for carrying out work and/or taking measurements, the cable having a tensile strength of greater than 3 kN and being located in the tubular element 21, 25. The surface of the cable 3 is electrically isolated at least partially from the tubular element 21, 25. The device further includes means 9, 11 of transmitting and receiving an electric and/or electromagnetic signal, which are located close to the surface 17 and in the cavity 13 and which are connected electrically to (i) the cable 3 and (ii) to the tubular element 21, 25 and/or the soil formation 19. The invention can be used to transmit data and to control tools in an oil well.
