PROBLEM TO BE SOLVED: To provide a program for creating an IBIS model capable of shortening period from circuit determination by a user to providing of the IBIS model to the user, and to provide a method of creating the model. SOLUTION: This program creates the IBIS model with a computer using first data 103 describing an input/output characteristic of a functional circuit previously stored in a computer readable medium and second data 106 describing a characteristic of a pad combined with the functional circuit. The program makes the computer execute a first step of calculating a coefficient based on the first data 103 and the second data 106 and a second step of producing the IBIS model 108 of the functional circuit taking the characteristic of the pad into consideration by converting the first data 103 based on the coefficient.
