PROBLEM TO BE SOLVED: To provide a rotating body for fixing by which the sufficient uniformity of the gloss of an image is obtained because pressure applied to toner is uniform while restraining heat conductivity to be low without using an elastic layer using LTV sponge. SOLUTION: The rotating body for fixing includes: a cylindrical base substance 18; at least a porous body layer 32 disposed to surround the outer periphery of the cylindrical base substance and made of closed cell type silicone elastomer which is prepared of emulsion composition; and a tube made of synthetic resin with which the outer periphery of the porous body layer 32 is coated.
