PROBLEM TO BE SOLVED: To automate network incorporation in a mobile communication network without adding any special function to a small-scale radio base station (base station for home use) used in a personal house. SOLUTION: Identification information on the telephone number etc., of a mobile communication terminal 104 connected to the base station 101 for home use is input and a network incorporation request is sent out to a base station management device 102 through a public network 121. The base station management device 102 once receiving the network incorporation request instructs the mobile communication terminal 104 through the radio base station 103 to report the use state of a down line. The mobile communication terminal 104 receiving the instruction surveys and reports the use state of the down line to the base station management device 102 through the radio base station 103. The base station management device 102 determines information on a used channel and a used spread code as station data on the base station 101 for home use based upon the report contents, sets the station data to the base station 101 for home use, and completes the network incorporation.
