PROBLEM TO BE SOLVED: To reduce power noises by making power noise waveforms each having a different phase interfere to one another by setting the amount of phase shift of respective clocks supplied to each of the circuit blocks based on cycle times of the power noise waveforms, in a semiconductor integrated circuit for supplying clocks respectively shifting their phases to a plurality of circuit blocks. SOLUTION: The semiconductor integrated circuit (IC) has four circuit blocks BL1 to BL4, and a phase setting circuit 10 for setting phases of the clocks A to D to be respectively supplied to the circuit blocks BL1 to BL4. The phase setting circuit 10 is designed to supply a base clock to a first circuit block BL1 as a clock A, and to set the amount of the phase shift (delay time) of respective clocks B, C, D based on voltages to be respectively supplied to external input terminals A, B, C.
