PROBLEM TO BE SOLVED: To provide a hair cosmetic composition that improves set-retaining force without detriment to stability of the system. SOLUTION: At least one selected from among (d) glycine betaine and trihydric or higher hydric alcohols is incorporated into a liquid hair cosmetic composition comprising (a) at least one film-forming agent selected from among polyvinylpyrrolidone, a vinylpyrrolidone/vinyl acetate copolymer and a vinylpyrrolidone/dialkylaminoalkyl methacrylate/dialkylaminoalkyl methacrylate salt copolymer, (b) a water-soluble dextrin, and (c) an anionic thickening agent.
