PROBLEM TO BE SOLVED: To accurately estimate a block-specific undisclosed home ownership relation-based distribution table using a disclosed city-specific home ownership relation-based distribution table.

SOLUTION: A model expression f(x) for associating learning input data A' obtained from learning input information A that is city-specific statistic data with learning output data B' obtained from learning output information B that is data of a city-specific home ownership relation-based distribution table S is formed. Estimation input data a' obtained from estimation input information (a) that is block-specific statistic data is applied to the model expression f(x), whereby data b of an undisclosed block-specific home ownership relation-based distribution table s can be statistically estimated.
