PROBLEM TO BE SOLVED: To provide an optical waveguide structure having an optical waveguide that has a wide degree of freedom of the design of a pattern shape and allows the formation of highly accurate core portions (optical paths) by a simple method. SOLUTION: The optical waveguide structure 9 has: the optical waveguide 90 including a core layer 93 having the core portions 94 and clad portions 95 lower in refractive index than the core portions 94; and conductive layers 901 and 902 formed on both sides of the optical waveguide 90. The core layer 93 comprises, as its main constituent, a norbornene polymer having a main chain and leaving groups that branch off the main chain and in which at least part of its molecular structure is capable of leaving the main chain. The refractive indexes of the core portions 94 and clad portions 95 are different by making the core portions 94 and the clad portions 95 different in the number of the leaving groups connected to the main chain.
