PROBLEM TO BE SOLVED: To provide a power supply control circuit which can perform soft start control without the use of a capacitor and facilitates soft start control, at restart after detecting excess current. SOLUTION: The power supply control circuit is equipped with a switching circuit which is applied with input voltage and changes its output voltage by being turned on/off, a detection circuit for detecting the output voltage, a reference voltage output circuit for outputting a first reference voltage which increases in a stepwise manner with the passage of time, an error output circuit which outputs the error between a smaller voltage of either the first reference voltage or a specified second reference voltage and the output voltage detected by the detection circuit, a control circuit for controlling the turning on/off of the switching circuit so as to reduce the error, based on the error, and an excess current detection circuit, which upon detecting the excess current in the switching circuit, outputs a signal for turning off the switching circuit to the control circuit and outputs to a counter the signal for returning the counter value back to the initial value.
