PROBLEM TO BE SOLVED: To provide a program display device and a program display method for efficiently displaying menus different in sizes having a plurality of hierarchies, and for displaying a recommended program list supplied from a server. SOLUTION: The program display device displays a plurality of the menus for displaying the recommended program list supplied from the server. Each menu is composed of a prescribe item frame and a variable number of characters displayed in the frame, respectively. Respective menu data are composed of character data of variable sizes stored in a data structure of a prescribed size and zero data added to the end of the character data. The device is provided with a cache memory (42) for storing the menu data downloaded from the server, a means (33) for displaying the data of the cache memory, and a writing means (30) for extracting the character data of variable sizes from the data structure of the menu data downloaded from the server and for writing them into the cache memory.
