A method and a device for securely transferring a bootstrap message in DM(Device Management) are provided to verify whether the bootstrap message is sent for a DM server or device by making the DM server extract encoded signature transferred with the bootstrap message and determine whether the extracted signature is matched with the signature stored in a user device. The device obtains the first information. The device receives the bootstrap message from a server(S3). The device obtains the second information from the received bootstrap message. The device verifies the bootstrap message(S4). In case that the first information is unmatched with the second information, the device discards the bootstrap message. In the case that the first information is matched with the second information, the bootstrap is performed in the device(S7).
