A lower drum for a magnetic recording and reproducing apparatus and a head drum device using the same are provided to correct defects of a lead line. A lead line ring(23) in which a lead line(23L) is formed is pressurized and inserted into an outer circumference surface of a cylindrical shape. An inner diameter of the lead line ring(23) has a ring shape capable of being pressurized and inserted into an outer diameter of the outer circumference surface of the cylindrical shape. The lead line ring(23) is formed as one of metal or plastic material.
